MCAC: Medical Care Advisory Committee

The Medical Care Advisory Committee (MCAC) is a public advisory group charged with advising the State's Medicaid agency, the Alaska Department of Health and Social Services, on Medicaid policy and program changes.

Section 1902 (a) (4) of the federal Social Security Act (Title XIX) requires that each state establish a Medical Care Advisory Committee to advise the Medicaid agency in order to obtain federal matching funds for the Medicaid program.

Alaska's MCAC selects Medicaid policy and program changes to review by: 1) applying its review criteria (adopted February 6, 1999); and/or 2) in response to a request from the commissioner of the department or the director of Health Care Services.

The MCAC members meet quarterly via teleconference with the exception of one face-to-face meeting held annually. This annual meeting enables the Committee to visit a rural community to focus attention on Medicaid issues in that community.  Members gain insight into site specific issues from the community perspective as they visit facilities and meet with local providers and consumers. A meeting room for teleconferences is available in the Frontier Building in Anchorage to facilitate attendance by local members and encourage the public to attend.

The Frontier Building is at 3601 C Street in Anchorage, at the corner of 36th Avenue.

PERM

A nationwide audit began this winter and promises to have a major impact on Alaska. The Payment Error Rate Measurement (PERM) is a review of how accurately all 50 states are billing Medicaid and is a key audit for Alaska.

States with serious errors in federal audits could face stiff penalties. Potential penalties could mean less money for Alaska's Medicaid program and Denali KidCare, Alaska's State Children's Health Insurance Program. For more information: http://www.hss.state.ak.us/perm/
